Super Eagles striker Aaron Samuel is in tiptop condition and
has resumed full training with Russian Premier League side CSKA Moscow ahead of
the new season which begins on July 15.<o:p></o:p></div>
<div class="MsoNormal">
Samuel has set himself targets for the 2017-2018 campaign,
stating that he has put his injury worries behind him and wants to become the
best player on the team.<o:p></o:p></div>
<div class="MsoNormal">
‘’I want to prove myself, to become one of the best players
of the team and to win the title. It will not be easy, but every athlete likes
big challenges,’’ Samuel told CSKA’s official website, pfc-cska.com<o:p></o:p></div>

‘’I will do everything possible so that I score my first
goal in an official match very quickly after returning to CSKA .<o:p></o:p></div>

Chelsea defender Kenneth Omeruo says Nigeria is as good as the African

Senator Abubakar Danladi: Beginning of the end

The Supreme Court recently passed a landmark judgement
sacking Senator Abubakar Sani Danladi representing Taraba-North senatorial
district, and ordered his replacement with Senator Shuaibu Lau, after a two
year legal battle.<o:p></o:p></div>
<div class="MsoNormal">
While the judgement itself is not unprecedented, it crowned
the political career of Senator Danladi as arguably, the most interesting in
the country, characterized by dramatic vicissitudes, legal battles,
impeachment, and even chanced elevations, that one begins to wonder if this is
one turn too many for the now former lawmaker.<o:p></o:p></div>
<div class="MsoNormal">
However, time will tell, if he has reached his political
apogee and has now taken a downward progression or just another quiet before he
shoots to greater height again.<o:p></o:p></div>
<div class="MsoNormal">
Danladi became significantly consequential after he emerged
as the running mate to Danbaba Suntai and eventually the deputy governor of
Taraba state, in 2007, on the platform of the Peoples Democratic Party, PDP.<o:p></o:p></div>
<div class="MsoNormal">
Suntai was brought in to replace Danladi Baido as the
party’s flag bearer after some intrigues played out and, Danladi, a Baido’s
protégé at the time, was called in as running mate to Suntai as compensation to
Baido.<o:p></o:p></div>
<div class="MsoNormal">
Baido, was the state’s Finance Commissioner before resigning
to run for the governorship. But his name also featured on the list of
“indicted politicians,” in the run up to the 2007 polls, in the former
President Olusegun Obasanjo’s tenure.<o:p></o:p></div>
<div class="MsoNormal">
Danladi enjoyed the most cordial relationship with his
principal, Suntai and were reelected for a second tenure, in 2011. But they had
hardly taken off, when according to sources, Suntai learnt that his deputy was
going to replace him before long. This led to the collapse of the enviable
relationship between the governor and his deputy, and before long it became
noticeably sour, thus leading to the unceremonious removal from office of
Danladi, in a botched impeachment. He was so “disgraced” that even his closest
associates deserted him at the point. Maintaining a low key, Danladi began a
strenuous legal battle to challenge his impeachment. He lost up to the Appeal
Court, but still continued to the Supreme Court where he got justice and was
restored to his previous position. <o:p></o:p></div>
<div class="MsoNormal">
However, political watchers familiar with Taraba politics
told Daily Sun that the forces that sent Danladi parking in the first place
were the same forces that ganged up to ensure his return in a desperate move to
oust the then acting governor, Garba Umar who was a major threat to the
actualization of a “Southern Taraba Governor agenda.”<o:p></o:p></div>
<div class="MsoNormal">
And Danladi returned to power barely six months to the end
of the tenure. He had the opportunity to gun for the governorship of the state
or throw his weight behind the candidate of the All Progressives Congress, APC,
Senator Aisha Alhassan, who had openly identified with him at his time of need
and betray those that brought him back, but he chose to go along with the
cabal-as it was then called, so as not to rock the boat.<o:p></o:p></div>
<div class="MsoNormal">
Daily Sun further gathered that as acting governor, Danladi
did not only pay himself for all the time he was away, but also paid himself
all his severance package. Based on the political calculation at the time, he
was able to muscle the senatorial ticket from the former acting governor, Garba
Umar, who has since gone into political oblivion. But like the ousted lawmaker,
his replacement, Lau, never contested for any primary. How the court arrived at
its decision remains a mystery to political watchers in the state.<o:p></o:p></div>
<div class="MsoNormal">
Investigations by Daily Sun revealed that in the run up to
the 2015 polls, former acting governor, Garba Umar, Lau and former governor,
Reverend Jolly Nyame, picked the nomination form to run for the Taraba-North
senatorial district. While Nyame, did not make any reasonable push, Umar and
Lau were the front runners. But at a meeting in Abuja where the positions were
shared, Umar was handed the ticket, having sacked him as the acting governor.<o:p></o:p></div>
<div class="MsoNormal">
However, once they were back in Taraba, Danladi, being the
acting governor at the time, was said to have mounted reasonable pressure on
Umar to abandon the ticket for him. That was how he got on the ballot. And
because he enjoyed good relationship with the then party’s candidate, who is
now the governor, no one raised an eyebrow over the development.<o:p></o:p></div>
<div class="MsoNormal">
Ironically, the good relationship he enjoyed with Governor
Darius Ishaku before and shortly after the election was short lived. It became
apparent that the duo were no longer having the best of times following the
allegation that Danladi was nursing the ambition to run against Ishaku for the
governorship of the state in 2019.<o:p></o:p></div>
<div class="MsoNormal">
He had to address a press conference to debunk this in a
move seen by many as mere political theatrics. But like most politicians do, no
threat to their political ambition is treated with laxity.<o:p></o:p></div>
<div class="MsoNormal">
Sources told Daily Sun that the allegation that he was going
to run for the governorship of the state was the beginning of his problems. The
same forces that helped him return as the acting governor and eventually as the
senator now turned against him, again.<o:p></o:p></div>
<div class="MsoNormal">
Interestingly, the same Supreme Court that ruled for his
return as acting governor on the 23rd November, 2014, sacked him again, on the
23rd June, 2017.<o:p></o:p></div>
<div class="MsoNormal">
During a courtesy call on Governor Ishaku by the Senator
designate, Shuaibu Lau, the governor said that there was “something about the
red chamber that turns people into a very arrogant being”, and advised Lau not
to “also get intoxicated with whatever it is”.<o:p></o:p></div>
<div class="MsoNormal">
For most people, this was taken as referring to Danladi and
another senator in the state with whom he had also enjoyed cordial relationship
previously but who like Danladi, is now said to be at loggerheads with the
governor. But before now, Danladi’s constituents had threatened to commence a
recall process against him when the governor was tour of the area. However, the
Supreme Court sure saved them from the stress. The question now is, would
Danladi be able to rise above this challenge and still retain political
relevance and maybe further his political career? Or could it be that this is
one turn too many for him? Whatever turns out to be the outcome, one thing that
is clear, according to political pundits in the state is that the governor
still needs Senator Danladi ahead of 2019, as most of those who fought for the
governor have either defected to the APC or are no longer with him.<o:p></o:p></div>

Special Adviser to the Benue state Governor on Special
Duties, Mr. Abraham Kwaghngu, has assured that by 2019, Benue people will be
begging Governor Samuel Ortom to contest again.<o:p></o:p></div>

He also speaks on the achievements as well as the challenges
of the Ortom- led administration, the threat by the leadership of the Miyetti
Allah Kautal Hore to mobilise its members to resist the Anti -Open Grazing Bill
recently passed into law and accented to by the governor.<o:p></o:p></div>
<div class="MsoNormal">
It has been two years of the Ortom -led administration in
Benue state. The opposition is saying it’s been two wasted years. How would you
react to that assertion?<o:p></o:p></div>
<div class="MsoNormal">
Well, so far so good, I think those who say this government
has not performed are not in touch with their people back home. They are
obviously people who are living outside the state and perhaps who do not come
home regularly to appreciate the positive things that are going on in the state
at the moment. I want to say emphatically that within the last two years, the
governor has performed and done a lot of things which have touched the lives of
the people positively.<o:p></o:p></div>
<div class="MsoNormal">
Like you know, when we came in the Benue State University
was shut. This government reopened that University and was able to graduate
over 150 medical Doctors who were stagnated for over 12 years in that
institution. That is a feat. To be able to graduate that number of Medical
Doctors from that university is not a joke. That apart, the governor was able
to access and pay counterpart fund to Universal Basic Education Board, UBEC, to
carry out renovation and construction of over 700 schools across the state.<o:p></o:p></div>
<div class="MsoNormal">
In every community you have one or two classrooms built or
renovated. We all know the condition of primary schools in the state before
now, they are there on the ground for you to see, that is a big feat. And then
a lot of hospitals and clinics across the state are being built by the
Sustainable Development Goals, SDGs. The governor was able to access
counterpart funds for that purpose. A lot of skills acquisition centers have
been built.<o:p></o:p></div>
<div class="MsoNormal">
Work is currently ongoing in several rural roads in the
state, go to the rural communities and the rural dweller will testify to this.
This is not rhetoric but tangible projects for everyone to see. Even the roads
that were abandoned by the last administration are being constructed; they are
there for you to see.<o:p></o:p></div>
<div class="MsoNormal">
And in terms of peace and security especially in Sankera
axis of the state, the governor has been able to restore peace in that area of
the state where people were hitherto been killed, women and children in their
numbers and the people were always fleeing from their homes for fear of  attack.<o:p></o:p></div>
<div class="MsoNormal">
But today the government has been able to restore peace in
that volatile area and the people have all returned to their homes and going
about their farming businesses and making a living out of it. That is an
achievement we cannot take that for granted given the situation we met on
ground.<o:p></o:p></div>
<div class="MsoNormal">
Going by your submissions on the achievements of the
administration in the last two years, what do you think of 2019?<o:p></o:p></div>
<div class="MsoNormal">
2019 will certainly be about the people and I can assure you
that when Governor Ortom completes his four years the people will be begging
him to run in 2019 because what he has been doing for the state has never
happened before given the level of transparency in governance, the openness in
the running of government. He has restored peace and security in the state and
went further to hand the state over to God. And you know that anyone with God
is sure of victory because he only rules in the affairs of men. You know that
with God all things are possible. If a man can disappoint you, God will never
disappoint and abandon His own, that is the story of Governor Ortom who has
handed everything about the state and himself to God.<o:p></o:p></div>
<div class="MsoNormal">
Recently there was an outburst by the leadership of Miyetti
Allah Kautal Hore, an umbrella organization of Fulani herdsmen, over the recent
signing into law of the Prohibition of Open Grazing in the state. What is your
take on the development?<o:p></o:p></div>
<div class="MsoNormal">
Well, it is a matter of law; due process was followed in the
entire thing. An executive bill was sent to the State House of Assembly which
deliberated on it and also organized public hearings on the bill where all
stakeholders had their say on the bill including the herdsmen without any
contrary view and thereafter the House of Assembly sat and passed the bill. And
on the day of signing the bill by the governor, he also called all stakeholders
to witness the signing who unanimously gave their support. The law is about the
protection of the lives and property of the people of Benue state who were
being killed and maimed in their hundreds in their ancestral homes without any
form of defense whatsoever. The people of Benue state are solidly behind the
governor and the government on the issue. They are unequivocal on this matter
irrespective of their tribal and political divide. Benue people have collapsed
their political differences to stand with the governor. In fact, the people
have formed a shield in defense of the governor on this matter and they are
resolute in their defense of the governor which is the first time it is
happening in the history of our state. So it is now a subsisting law and I
don’t think any individual or group can come out now to kick against the law
which enjoys general acceptance.<o:p></o:p></div>
<div class="MsoNormal">
What has been your experience working with the governor in
the last two years?<o:p></o:p></div>
<div class="MsoNormal">
I must tell you of a truth that the experience has been
wonderful. It’s been the best experience I’ve had in my life.<o:p></o:p></div>
<div class="MsoNormal">
I’m working with a man who has the fear of God, who believes
in due process and diligence. One who does not believe in anything that is evil
and strives to address the challenges of the people, and despite the obvious
challenges, he always ensures that things are done rightly. I’m truly fulfilled
working with him in this administration.<o:p></o:p></div>

The Jigawa state deputy governor, Ibrahim Hassan Hadejia,
has said that the government was committed towards providing a paramilitary
outfit for the protection of farmers against encroaching herdsmen. He also
spoke on other issues of interest.<o:p></o:p></div>
<div class="MsoNormal">
‎Why did the Jigawa state government sponsored a bill in the
State House of Assembly that imposes severe sanctions on herdsmen that
encroached on farmlands?<o:p></o:p></div>
<div class="MsoNormal">
When we came into office, at our council meeting the issue
of farmers/fulani came up, which is a perennial issue. So the council decided
that a committee be set up to look into this issue, and the committee was
chaired by my good self. It comprises emirs, farmers, herdsmen, and
representatives of virtually all the security agencies. The first thing I did
was to call for a copy of the law establishing the farmers and herdsmen board
and I went through it very carefully. I called for the inaugural meeting and by
the time we listed out all the 11 problems that we believed were responsible
for these clashes I came to the realization that all these problems could be
solved with prudent application of that existing law.<o:p></o:p></div>
<div class="MsoNormal">
And I explained this to the members of my team and I told
them we need not waste our time meeting severally on this issue, I made copies
of the law to everybody. When we had the last meeting we all agreed on a point
by point basis that all the problems enumerated could be taken care of if this
law was applied. What I realized was that even the members of the farmers and
herdsmen board were not conversant with the law; they didn’t care or bothered
to look at it. This is a law that calls for the establishment of a paramilitary
group within that agency that would be responsible for guarding grazing
reserves for ensuring peaceful coordination in ensuring that these herdsmen
when they come in at a particular time of the year are restricted to their
cattle routes and their designated places.<o:p></o:p></div>
<div class="MsoNormal">
These rangers apart from being a paramilitary group have
been empowered by that law to arrest. The powers of arrest they have are more
than that of the police because they can arrest on mere suspicion while a
Policeman might need a warrant, very powerful group of people of which if we
had taken the time to establish them, we would have solved 70percent of the
problems. This law bans night grazing. Most of the events that happen take
place at night. This law bans night grazing and if you are caught grazing at
night the penalty is there in the law. It provides that any herdsman that
strays into any farm land and destroys the crops, the board is empowered to
confiscate all his cows that participate in that destruction and the law said
you should get a court order and sell them. And when you sell them you not only
compensate the farmer but you also deduct the expenses for the implementation
of that particular provision of the law, which include the fuelling of
vehicles, the running up and down in terms of the feeding of the cows and everything
is to be deducted from the sale of that cattle. This law designates cattle
routes; it also calls for the control of entry and exit of herdsmen.<o:p></o:p></div>
<div class="MsoNormal">
During Saminu Turaki’s administration we had a system that
if any Fulani is coming into your state at the point of entry, he stops and he
needs to have a sponsor or guarantor under a Fulani chief who would act as his
guarantor that ‘yes he is coming to stay in my domain and if there is any
destruction by his cattle he would be held responsible.’ And then at the point
of exit he would also do his registration and shown the designated cattle
routes that they are supposed to follow. Before they come in they will tell us
if they coming back through that route or they are heading to another state. If
you are going to Bauchi or Kano states there are designated routes for you to
follow. These routes have been clearly defined by the last administration,
grazing reserves have been clearly defined by the last administration, and
cattle routes have been defined and enforced. Everything that is meant to cater
for the easy passage of the Fulani has been enforced by the last
administration. So there is nothing new that we have introduced there is no new
bill no new system it is the same law and staff of the farmers and herdsmen
board that are implementing these policies. We are simply waking-up to our
responsibilities.<o:p></o:p></div>
<div class="MsoNormal">
Don’t you think that this stringent government policy could
affect government’s desire to‎ stimulate farmers to go back to farms?<o:p></o:p></div>
<div class="MsoNormal">
We are farmers’ centred government, and when I’m talking of
farmers I’m talking of both farmers and pastoralists. This government is
focused on agriculture and in all its ramifications, we can’t have a situation
where government will take its money and put it in agriculture and encourages
people to go to farms and then at the end of the day we cannot protect their
crops. Three, four months a farmer has borrowed fertilizers, borrowed inputs
have put all his time and effort and at the time of harvest just two, three
weeks before he harvests and go to market the Fulani man would come and destroy
not even eat but by the time he moves a herd of hundreds of cattle across
somebody’s farm it is totally destroyed. These people are mischievous to the
extent that when they meet a farm of water melon they will even use machetes to
chop-off the melons so that their cows can easily eat it and digest it easily.
If you challenge them they will brandish weapons and kill you.<o:p></o:p></div>
<div class="MsoNormal">
We will not close our eyes and watch the fruits of labour of
our farmers destroyed by itinerant Fulani herdsmen, not under this
administration. So there is nothing new we are just applying the full force of
the law.<o:p></o:p></div>
<div class="MsoNormal">
Does this government have the intention of establishing such
paramilitary outfit in the state?<o:p></o:p></div>
<div class="MsoNormal">
Absolutely, the law provides for them, we are supposed to
train them we are supposed to equip them provide them with uniforms and train
them in the special method of enforcing this law. We are going to establish
them, we are already discussing with the Nigerian Security and Civil Defence
Corps (NSCDC)‎, because the civil defence also have a special unit set-up to
check mate cattle rustling. So you would find out that it is also something
similar, by the time we engage them with that unit we would combine them to be
undergoing a joint patrol to ensure that our grazing reserves are protected.<o:p></o:p></div>
<div class="MsoNormal">
That is what our neighbours are doing, if you go to Niger
republic if you caught with one stolen cow in your herd even if it is two
thousand cows, you will lose the whole two thousand. In Niger republic if you
come into one state with your cattle and you are given permission to stay there
if there is harvest in the farms of other states you will not be allowed one
inch till the governor of the neighbouring state calls his counterpart governor
and tell him our people have cleared their harvests. While you are remaining in
that state you will be buying grass at your own cost for your cattle, whether
you are spending one week or three weeks or four weeks, that is your lot and
you will hardly hear a case of conflict. You cannot come all the way through
five countries in West Africa pass through Senegal, Niger and obey all their
laws and the moment you cross over into Maigatari you become lawless because
you don’t want to respect our own laws here, we cannot allow that to happen.<o:p></o:p></div>
<div class="MsoNormal">
In one of your recent meetings you faulted the police for
failing to curtail Farmers/ Fulani clashes; does that mean the state government
has no confidence in the police?<o:p></o:p></div>
<div class="MsoNormal">
We can’t say we don’t have much confidence in the police.
I’m talking about specific references where we provide logistics for the police
to go and chase out those herders and lo and behold sometime we don’t know what
happens they made arrests and sometimes we ‎are told they’ve been released and
sometimes the police goes there and farmers show them where the herders are,
and they tell them they haven’t been trained to cross over water, the water
that is beneath your ankle they say they cannot cross because it is not part of
their training.<o:p></o:p></div>

So we believe there are individual policemen or maybe heads
of divisions who are not willing to cooperate with us, which is why the issue
of establishing the paramilitary force is very important to us. These are
people under our control whom we would have given the training they would
require to do the job, including how to swim so that no matter where you cross
to with your cattle we would be able to track you down. We have been getting
supports from the police. Virtually all the arrests we have made in the two or
three instances we have confiscated cows we have used the police and the civil
defence to guard these cows where they are being kept and we have gotten our
court orders according to the law.<o:p></o:p></div>
<div class="MsoNormal">
We cannot say we are 100 percent satisfied, we have one or
two issues, but generally I think the police have done well to support our
effort.<o:p></o:p></div>
<div class="MsoNormal">
Since your committee started working may we know how many
cows that have been confiscated?<o:p></o:p></div>
<div class="MsoNormal">
We have confiscated 58 cows in Marma. After two weeks of
investigations ‎we found out that those particular cows were not those that
inflicted the damages in Marma village. We had witnesses and we released the
cows to the owner and even paid for them to be transported back to his
remaining herd. We have arrested another set of 18 cows in Iwo village of
Kirikasnma local government which have been sold off but the amount realised
was not enough to pay for the compensation. These cows were being sold in the
presence of the court; in fact the court was the one that took charge of the
process the last time, in the presence of Miyetti Allah, in the presence of
security agents in a fair and transparent manner.<o:p></o:p></div>
<div class="MsoNormal">
Right now we have about 30 cows in our custody. We are in
the process of getting a court order to also sell those even though I
understand that the owners have appeared and are trying to arrange for a
settlement. What I will always say is that the law must always take its course.<o:p></o:p></div>
<div class="MsoNormal">
The issue of grazing reserves, what is the state government
doing to ensure that the grazing reserves are being preserved for the Fulani
Cattle breeders?<o:p></o:p></div>
<div class="MsoNormal">
‎There is no incidence that we have recorded so far that is
as a result of inadequate grazing reserves or farmers blocking cattle routes.
If there were farmers that have encroached into any grazing reserve the law
would be applied even if you have built a house there we will destroy it. We
are working for both sides, our grazing reserves are intact they are being
gazetted. As it is we have gazetted about 12 out of close to 74 grazing
reserves that we have and we are in the process of developing them.<o:p></o:p></div>
<div class="MsoNormal">
Development here means physical demarcation, either with
drums or some typical objects. We then try to remove poisonous weeds. The issue
of grazing reserves is also one of our mentality , these people are nomadic in
nature and there is no scientific report that has not shown that it is better
to keep your cows in one place and feed them rather than roaming round the
whole continent burning up the energy that you have. It is something that will
take time to go, for it is a cultural thing and maybe when we have examples of
those that have settled down and they see it physically working we will try to
change some of these habits.<o:p></o:p></div>

There is this observation ‎by some affected farmers that
lands were allocated to Dangote and Lee group companies at the detriment of
farmers in those areas, what is the true story?<o:p></o:p></div>
<div class="MsoNormal">
We have not allocated one inch of land to Dangote as I talk
to you now. The one Dangote has is the one that was allocated to him for sugar
by the previous government. Dangote came and wanted 20,000 hectares of land we
came up with a new land policy for Jigawa state which is the land reform and
resettlement framework adopted by the council. What that law stated is that we
are encouraging large scale investment in farming, we are ready to give people
lands even if it means dispossessing farmers of their lands on the overall
public interest. But we have to do it with sense of responsibility. Part of the
condition of granting people land is that if you come across a settlement
whether it is farmers or Fulani that is bigger than may be 200 or 250 people we
cannot do displacement .So if this is the land you want and it is a settlement
of more than 200 people what we need to do is to ensure that when you come
across this land we create a buffer zone around the settlement. That buffer
zone should have enough space for that settlement to expand for the next 30
years. So you can’t have it, that’s why you have a situation where even Mr. Lee
couldn’t get one plot of land.  Those
that are displaced by resettlement apart of paying them compensation you have
to give us a resettlement framework which we call a livelihood restoration
framework. If he is a farmer, and you have displaced him how do you restore his
livelihood, if he wants to continue farming? Then he goes into your agro
scheme. Mr. Lee wanted 17,000 hectares of land, he can’t have it, what we are
giving his 12, 000 hectares then he has to work with out-growers to make up of
the rest of the seven or eight thousand hectares. The same thing with Dangote,
when we came in and what we told him was that we can’t just give you 20,000
hectares of land. No investor will sink $400 million and not own any land it is
not possible, he cannot rely on people waking up one day and decided they want
to grow groundnut instead of sugarcane. So you will get your land which will
form your estate but a large percentage of what you need would be grown by
out-growers. Dangote has now close to 2000 farmers in his out-growers scheme,
he started with 260 hectares in Haggo, it was successful that the repayment
rate in that scheme was 96percent and he decided that instead of the 40percent
we said we will give him, he said that he only needed from 20 to 30 percent of
his land requirement and let 70percent be out-growers.<o:p></o:p></div>

Dangote is an investor and an industrialist, he is not a
farmer if you come in and somebody who is running a sugar plant or a rice mill
come in and say you want to focus on running the rice mill with the industrial
permutations and administration and then you want to run 10,000 hectares of
farm it would be too much for your health. If you can find a situation where
somebody can take care of the farming, someone who has been a farmer all his
life and supply you your paddy rice then administratively it is better for you,
it is a win- win situation. You will not be dealing with cattle\herders,
thieves, fire, rain, no rain, harvest or no harvest if you can have somebody
that will take that of you and will provide means of living peacefully because
if you come and displaced all these farmers after one or two years they have
squandered their compensations and then they will be looking at trailers coming
out of your factory everyday it is a potential problem. So it’s better to have
a situation where everyone is happy. And that is what we have done.</div>

Acting President Yemi Osinbajo, on Thursday, signed an
Executive Order to back the Voluntary Asset and Income Declaration Scheme.<o:p></o:p></div>

The signing of the Executive Order was done during the
formal launch of the VAIDS scheme at the Banquet Hall of the State  House.<o:p></o:p></div>
<div class="MsoNormal">
The signing ceremony had in attendance Minister of Finance,
Mrs. Kemi Adeosun as well as governors of Ogun, Kaduna and Zamfara  states among other government functionaries.<o:p></o:p></div>
<div class="MsoNormal">
The Acting President said the new initiative was targeted at
increasing tax awareness and compliance, as well as grant tax payers a
time-limited opportunity to regularise their tax status without penalty.<o:p></o:p></div>
<div class="MsoNormal">
The scheme to be jointly executed by the Federal and state
governments.<o:p></o:p></div>
<div class="MsoNormal">
Osinbajo maintained that the law would concentrate on the
obligations of all Nigerian companies and citizens to pay their taxes, wherever

The Sole Administrator of Egbe-Idimu Local Council
Development Area (LCDA) in Lagos Hon. Hon. Adedoyin Salami and  the Local Government Auditor General of the
State Mr. M.O. Jimoh have differed  on
the payment of a contract sum, said to have been executed by a firm three years
ago, as the former disregarded a directive by the later on the payment.<o:p></o:p></div>
<div class="MsoNormal">
While the Auditor General ordered the revalidation and
recertification of the payment voucher trough a memo, the Sole Administrator
was said to have disregarded it on the grounds that the award of the contract
did not conform with due process.<o:p></o:p></div>
<div class="MsoNormal">
Our correspondent reliably learnt that the contract  was awarded by Egbe –Idimu LCDA three years
ago to a firm, Akibo Construction Company, in respect of a two-sided cast
concrete drainage at Authority Avenue and the construction of a one-sided cast
concrete drainage phase one at Abdulsalawu Street, respectively, in the  council area.<o:p></o:p></div>
<div class="MsoNormal">
Investigations revealed 
that the contract, awarded during the administration of Hon. Waheed
Bello Adebayo a.k.a Sunshine, was to the tune of N42 million and N26 million,
respectively.<o:p></o:p></div>
<div class="MsoNormal">
According to findings, the financier of the contract, one
Mrs. Janet Akinbogun, had petitioned the office of  the Inspector General of Police Monitoring
Unit, in Lagos, which  intervened and
reportedly investigated then chairman of the council.<o:p></o:p></div>
<div class="MsoNormal">
The police investigation was said to be over a complaint of
a case of Thirty four million naira (N34, 000,000) obtaining by false pretence
and criminal conspiracy.<o:p></o:p></div>
<div class="MsoNormal">
Investigation by the police, as gathered, revealed that two
sensitive documents were presented to the police by the Sole Administrator of
the LCDA, Hon. Adedoyin Salami, with  the
first letter showing that the voucher was nullified by the Auditor General, who
stamped and signed the voucher, stating that the voucher should not be paid to
the contractor without explanation.<o:p></o:p></div>
<div class="MsoNormal">
But  another letter
also presented  by the council confirmed
that the contract was truly awarded to 
Akibo Construction Company, but added that when the Auditor General’s
Inspection Team visited the site, the contractor was not found there; and that
the contract was  not executed
accordingly.<o:p></o:p></div>
<div class="MsoNormal">
The Auditor General, Mr. M. O. Jimoh, who set up a panel to
carry out an inspection of the contract, following a petition to  Governor Akinwunmi Ambode, submitted that it
was duly awarded and  executed, and
directed  the Sole Administrator to
revalidate , recertification of payment voucher in respect of Akibo
Construction Limited Company.<o:p></o:p></div>
<div class="MsoNormal">
His words,  “I have
carefully investigated and constituted an audit team to critically review and
carry out re- inspection of the projects under controversy and consequently,
concluded and recommends the outcome of the re- inspection conducted by the
constituted team.”<o:p></o:p></div>
<div class="MsoNormal">
“That the, Not Certified for payment, hitherto placed on the
payment voucher be lifted and the office is hereby confirmed the re-validation
of the payment voucher for payment.<o:p></o:p></div>
<div class="MsoNormal">
“That the management of the Local Council Development Area
should commence the payment of the balances due to the contractor.”<o:p></o:p></div>
<div class="MsoNormal">
“That upon the release of the substantial amount, the
contactor Messr Akibo Construction Nig. Ltd. Revisit the sites to rectify the
inadequacies noticed on the job  subject
to withholding of 20% of the balance should the fails to rehabilitate the
defective of potion of drainage”<o:p></o:p></div>
<div class="MsoNormal">
But in his reaction, the Sole Administrator, Hon. Adedoyin
Salami, said the Council was not aware of the contract since the Council
Manager denied it and that it failed to pass through due process.<o:p></o:p></div>
<div class="MsoNormal">
“The contractor did not follow due process. I was then a
Councilor, a Leader of the House, i served under Hon. Waheed Bello a.k.a
Sunshine and I have no knowledge of such contract,<o:p></o:p></div>
<div class="MsoNormal">
we  know how we
normally do our things the, we awarded most of our contracts to Direct Labour
with knowledge of our leaders of the party 
in the LCDA and any contract that does not passed through them will not
see the light of the day”,  the Sole  Administrator hinted.<o:p></o:p></div>
<div class="MsoNormal">
It was  also gathered
that Oba Rilwan Akiolu, the Oba of Lagos, had earlier intervened in matter
and  the Ministry of Justice, Lagos
State, through the Advisory Services and Judicial Liaison, which advised that
the Council should negotiate settlement with the contractor otherwise any
attempt to encourage litigation may be fatal with the spiral on the interest
rate mounting on the contract sum.<o:p></o:p></div>
<div class="MsoNormal">
However, the contractor, Alhaji Kosemani Akinwunmi, the
Director of Akibo Construction Limited, 
insisted that the contract was duly awarded and signed by all the
signatories of the council, adding that he had 
all the relevant documents including cheques signed by the council to
commence on the project.<o:p></o:p></div>
<div class="MsoNormal">
Akibo, also appreciated the effort of the Lagos State
Governor and the Chief of Staff by directing the Commissioner for Local
Government and Community Development, Alhaji Teslim Erinfolami, to look into
the matter for proper resolution on the payment.<o:p></o:p></div>
